Spain to close its land borders

Spain is closing its land borders with France and Portugal from midnight tonight in an attempt to further contain the spread of Coronavirus (Covid-19).
Spanish Interior Minister Fernando Grande-Marlaska made the announcement on Monday afternoon.

Only Spanish nationals, Spanish residents returning to their homes in Spain, ‘cross-border’ workers or those with special authorisation will be allowed to enter Spain. Valid documentation will be required to be shown.

The measure will last as long as Spain’s current ‘state of alarm’ is in operation.

The measures will not affect transportation of goods. Restrictions have not yet been ruled out on air traffic or maritime transport, but these first measures apply to land borders only.

I understand border restrictions coming into Spain. What about travelling by car from Spain to England.
Has France closed it’s border with Spain ?
Can one travel from Spain to England , I am non resident in Spain.
