Spain and the UK agree to make it possible to exchange Driving Licences

The UK’s exit from the European Union has raised a number of issues, such as the validity of UK driving licences in Spain. Driving licences are valid in any member state of the European Union, but these regulations would no longer apply following the UK’s decision to leave the EU.

It was unclear what Spanish drivers who went to live in the UK and British drivers who came to Spain had to do in order to be able to drive without having to obtain a driving licence in those countries.

In March this year, the Spanish government approved a reciprocal agreement between Spain and the UK; holders of a valid and current driving licence issued by either state would be able to apply for the exchange of their equivalent driving licence wherever they have taken up residence. These drivers will not be required to meet any additional requirements involving a practical or theoretical test, and the licence exchange will be carried out in accordance with the equivalence tables between the licence categories of the two countries.

The agreement establishes that all valid driving licences or licences of current residents issued prior to its entry into force may be exchanged. In the case of licences issued after the entry into force of the agreement, in order to exchange the licence, it must have been issued in the country where the applicant was legally resident.

Thus, according to the Directorate General of Traffic (DGT), those British citizens resident in Spain who had not exchanged their driving licences before Brexit, nor in the successive extensions granted, have been able to do so since 16 March this year, which is the day on which the agreement came into force.

In order to carry out this procedure, a period of six months has been set aside during which British citizens can drive in Spain with their original licence while they process the exchange. In this way, the aim is to avoid saturation of the provincial traffic headquarters.
