Magaluf and Benidorm tighten rules ahead of expected World Cup influx from UK

England and Scotland supporters heading to Magaluf for the World Cup have been told that televisions showing matches on outdoor terraces must be muted after midnight.

They have also been warned that bars expecting to welcome thousands of football fans during the tournament will only be allowed to extend opening hours under tightly controlled conditions.

Local authorities have ruled out blanket extensions to trading hours, with Calvià Town Hall – the municipality that includes Magaluf – approving a decree setting out special regulations for the competition.

The measures appear to focus particularly on supporters of England and Scotland, as well as Germany, as officials confirmed that the exemptions would only apply to matches involving Spain, Germany, England and Scotland during the tournament’s opening stages. In a statement published on the town hall’s website, headed ‘Calvià is preparing to experience the World Cup’, the council said: ‘The mayor of Calvià has signed a municipal decree on the occasion of the 2026 Fifa World Cup, which will take place between 11 June and 19 July.’

‘The document sets out a series of rules aimed at balancing leisure activities with safety, community coexistence, and the rest of residents and tourists,’ it said.

‘If a match begins during the establishment’s normal opening hours, it will not be necessary to stop activity in the venue or on the terrace at the usual closing time, thus preventing customers from missing the end of the game. Establishments may extend closing time until 15 minutes after the match ends, including extra time and penalty shootouts.’

‘However,’ it continued, ‘if the match starts at the same time as, or after, the official closing time of the public establishment, it may not remain open and must strictly adhere to the closing time stipulated in its regular license.’

‘It is important to note that this scheduling exception will apply exclusively to matches played by the national teams of Spain, Germany, England and Scotland, as well as to the semi-final matches, the final, and the third-place playoff.

‘The decree reinforces a series of coexistence rules that were already implemented during Euro 2024, an event that took place with complete normality in Calvià under these same guidelines,’ it said.

‘On terraces and in outdoor areas, all audio broadcasting must be completely turned off after midnight, with the volume set to zero. Only the visual signal of the matches may be shown in order to guarantee the rest of residents and tourists. Likewise, screens and televisions must always be oriented toward the interior of the establishments.’

The Calvià announcement comes after it emerged earlier this month that additional riot police will be deployed to Benidorm as part of a special World Cup security operation in the popular Costa Blanca resort. Local authorities have also confirmed increased police presence during the afternoons and evenings in anticipation of large numbers of British visitors travelling to the town to watch the tournament.

Benidorm has become an increasingly popular alternative destination for sports fans in recent years, particularly among racegoers put off by the soaring costs associated with events such as the Cheltenham Festival.

Officials said the World Cup has already driven a significant rise in demand for travel, with airline capacity during the tournament’s opening phase increasing by more than 16%.

Details of the special operation were revealed following a meeting between councillors and police representatives to coordinate preparations for the competition.

Interest in Benidorm as a World Cup base has been growing for some time. Late last year it was reported that flight bookings to the resort had surged amid complaints about the cost of travelling to the United States, one of the three host nations staging the tournament. According to Spanish media reports, last December, travel company TUI was advertising a five-night package holiday to Benidorm departing Bristol on 14 June for £449 — around £75 less than the price of a Category 1 ticket for England’s opening World Cup match against Croatia in Dallas on 17 June.
