Weeks after it came into force, the new Rent Price Containment Act has managed to keep local property rental prices stable and has also not reduced the supply of flats in the housing market in Sitges.
Tenants consider the law to be ‘inadequate’ and should be complemented by other housing policies to ensure the measures, whilst landlords point out that it ‘has not been effective’. Many claim it is causing them problems and insecurity, when they are the ones who ‘fulfil a social function’ by renting out their homes.
The measure aims to put a stop to inflated rental prices in areas that have a tense housing market, and in which the price of leases has been rising steadily over the past five years. The maximum is defined by a Reference Index set by the Catalan Housing Agency, or by the price set in the previous contract, if it has been signed in the last five years. However, there are exceptions, for example, if the home is renovated.
