Helmets now compulsory for e-scooter users in Barcelona, among other new rules

New regulations for electric scooters, bikes and other ‘personal mobility vehicles’ (PMVs) came into effect in the city of Barcelona from Saturday 1 February. 

E-scooter usage has surged in Spain in recent years but the boom has been accompanied by a rise in accidents and complaints from drivers and pedestrians about riders flouting safety and parking rules which have led to the restrictions on their use.

Among the main changes, the wearing of helmets is now compulsory for all PMVs, including e-scooters. All bikes and PMVs alike are not allowed on sidewalks except in some specific cases. 

Exceptions to the rule will include children under 12 years old and their accompanying adults as well as adults transporting children in child seats or a trailer. 

Fines range from €50 to €500 depending on the severity of the infraction. 

In terms of speed regulations, the maximum speed allowed for PMVs will be adjusted, from 30 kmh to a new limit of 25 kmh on streets and bike lanes. Whenever the use of sidewalks is required, the limit drops to 10 kmh. 

Riding PMVs on a 50 kmh road is strictly prohibited and will result in a €500 fine.  

The use of e-scooters for those under the age of 16 was already banned by Barcelona.

The new rules also limit motorcycle parking on sidewalks near schools, hospitals, bike racks, pedestrian crossings and bike lanes. 

Violations, such as tying vehicles to trees, traffic lights, benches, or in any way that obstructs pedestrian flow, will result in €500 fines.
